LSU did its part to make sure both the Tigers and Alabama get into the BCS national title game. Then Oklahoma State gave the voters a reason to rethink the rematch.

The top-ranked Tigers locked up a spot in the championship on Jan. 9 in New Orleans with a 42-10 victory against No. 12 Georgia in the Southeastern Conference title game in Atlanta on Saturday.

Oklahoma State followed that with a 44-10 blowout of rival Oklahoma in Stillwater.

"They had their shot," Oklahoma State coach Mike Gundy said of Alabama. "Give us ours."

LSU (13-0) will be first in the BCS standings when they come out on Sunday. And this latest rout by the Tigers fortified Alabama's chances of holding on to the second spot and holding off Oklahoma State, which was third last week.

"I would certainly understand if college football decides it should be two SEC teams playing for the national championship," LSU coach Les Miles said. "It's a very special conference with very special teams."

The Tigers beat the Tide (11-1) 9-6 in overtime at Tuscaloosa, Ala., a month ago. Alabama is the only team in the country to stay within 13 points of LSU this season. Other than the Alabama game, the Tigers' closest game since September was a 24-point victory against Arkansas.

The Cowboys can claim to have more quality wins than the Tide ? Oklahoma State now has five victories against teams in the BCS top 25, Alabama has two ? but their double-overtime loss at Iowa State (6-6) two weeks ago has been a drag on their resume.

"I don't think there's any question Oklahoma State should play in the big game," Gundy said.

He added: "And if we'd have won this game 17-14, I don't know if I'd have said it. ... When you win by 34 points, we deserve the right."

Oklahoma State was fifth in both the Harris and coaches' polls, while Alabama was an overwhelming No. 2 behind LSU. The Cowboys caught another break when Virginia Tech, which was ahead of them in both those polls last week, was beaten 38-10 by Clemson in the Atlantic Coast Conference title game.

If the voters need any help making their decisions, Oklahoma State provided a mass email titled The Case for Oklahoma State in the BCS Title Game, which hit sports writers' inboxes a little after 1 a.m. EST.

There's no doubt Oklahoma State will move up Sunday, but will it be enough to catch Alabama?

Clemson's surprisingly easy victory in the ACC title game send the Tigers to the Orange Bowl with their first conference title in 20 years.

Oregon locked up its spot in the Rose Bowl by winning the Pac-12 title game Friday night.

The Ducks will face Wisconsin, which beat Michigan State 42-39 in a memorable first Big Ten championship game. The Badgers will be making their second straight trip to the Rose Bowl. The Ducks are in it for the second time in three seasons, with a national championship game trip in between.

Championship Saturday started with an upset.

Case Keenum and No. 7 Houston were pounded 49-28 by Southern Mississippi in the Conference USA championship game, a loss that will cost the Cougars a spot in the BCS and the millions of dollars that goes with it.

The high-scoring Cougars needed to complete their perfect regular season and win the league to become this year's BCS buster, and the first team from C-USA to reach the BCS.

A BCS bid would have netted the league about $7 million dollars.

With Houston out of the picture, it TCU has a shot to go back to the BCS for a third consecutive season.

TCU, which beat lowly UNLV 56-9, would need to move into the top 16 in the final BCS standings on Sunday to earn an automatic bid, because the Big East's conference champion ? West Virginia ? will most likely not jump ahead of the Horned Frogs.

TCU was No. 18 in last week's BCS standings.

The Big East was first to resolve its title race Saturday. When Cincinnati beat Connecticut 35-27, it moved West Virginia into position to earn a BCS bid by winning a three-way tiebreaker between the Mountaineers, Cincinnati and Louisville.

The Mountaineers are likely heading to the Sugar or Orange bowl.

Houston's drop in BCS standings could also affect how the at-large bids shakeout on Saturday.

Stanford seems like a lock for an at-large to the Fiesta Bowl, and speculation was that Michigan would receive an at-large bid to the Sugar. But the idle Wolverines need to move into the top 14 of the final standings. They were 16th coming into the final weekend.

____

AP BCS Projections

BCS championship game ? LSU vs. Alabama

Fiesta Bowl ? Oklahoma State vs. Stanford.

Rose Bowl ? Oregon vs. Wisconsin.

Orange Bowl ? Clemson vs. West Virginia.

Sugar Bowl ? Michigan vs. Kansas State.

Judge rejects Apple bid to halt Galaxy sales (Reuters)

(Reuters) ? Apple failed to convince a U.S. judge to block Samsung Electronics from selling some Galaxy smartphones and tablets in the U.S. market, depriving the iPhone and iPad maker of crucial leverage in a global patent battle between the two companies.

In a ruling released late on Friday, U.S. District Judge Lucy Koh in San Jose, California denied Apple's request for a preliminary injunction against Samsung.

Representatives for Apple and Samsung did not immediately respond to a request for comment.

The two companies are engaged in a bruising legal battle that includes more than 20 cases in 10 countries as they jostle for the top spot in the smartphone and tablet markets.

Apple sued Samsung in the United States in April, saying the South Korean company's Galaxy line of mobile phones and tablets "slavishly" copies the iPhone and iPad.

But on Friday Koh rejected Apple's bid to ban sales of three smartphone models, as well as the Samsung Tab 10.1.

"It is not clear that an injunction on Samsung's accused devices would prevent Apple from being irreparably harmed," Koh wrote.

The case in U.S. District Court, Northern District of California is Apple Inc v. Samsung Electronics Co Ltd et al, 11-1846.

By the end of 2011, I'll have reviewed over 50 books here, in the weekly "Guru Review." But by now, most books have already hit the shelves in time for the holiday business-gift-giving season. To help you find the perfect gift book for the business person in your life, I've selected my "favorite 15" business books of 2011. You can't go wrong with any of these, because they all do three things well: inform, inspire and instruct. I've listed them here based on the order in which they were reviewed.

???Practically Radical?by William Taylor. "In an era of hyper-competition and nonstop dislocation, the only way to stand out from the crowd is to stand for something special. Today, the most successful organizations don?t just out-compete their rivals. They redefine the terms of competition by embracing one-of-a-kind ideas in a world filled with me-too thinking."

???Tell to Win?by Peter Guber. "Today everyone, whether they know it or not, is in the emotional transportation business. More and more, success is won by creating compelling stories that have the power to move partners, shareholders, customers and employees to action. Simply put, if you can't tell it, you can't sell it. And if you can't sell it, you won't win."

???Evil Plans?by Hugh MacLeod. ?Everybody needs an evil plan. Everybody needs that crazy, out-there idea that allows them to actually start doing something they love, doing something that matters. Everybody needs an evil plan that gets them the hell out of the rat race, away from lousy bosses, away from boring, dead-end jobs that they hate. Life is short.?

???Enchantment?by?Guy Kawasaki. "Enchantment is the process of delighting people with a product, service, organization or idea. The outcome of enchantment is voluntary and long-lasting support that is mutually beneficial. The greater your goals, the more you'll need to change people's hearts, minds, and actions. If you need to enchant people, you're doing something meaningful. If you're doing something meaningful, you need enchantment."

???The Thank You Economy?by Gary Vaynerchuk. "The power of social media will force business leaders to start thinking like small-town shop owners: allowing the personality, heart and soul of the people who run all levels of the business to show, having authentic conversations and demonstrating real caring. Only the companies that can figure out how to mind their manners in a very old-fashioned way?and do it authentically?are going to have a prayer of competing."

???Reinventing The Wheel?by Chris Zane. "If you can shift your thinking away from merely selling and into building trust instead, even if it costs you a few bucks in profit, you'll begin to see opportunities you never imagined once you understand what it means to 'wow' that customer by giving them more than they expected."

???The Third Screen?by Chuck Martin. "The third screen?the mobile device?changes the rules entirely by creating a completely 'untethered consumer,' free from the constraints of traditional broadcast or online communication, who can search on the move and share information with other customers in real time. This new breed of customer is in charge?they are plugged in, always on, and completely in control in a way that changes the fundamental assumptions of marketing and customer service."

???Little Bets?by Peter Sims. "When trying to navigate amid uncertainty, create something new, or solve open-ended problems, experimenting by making little bets?concrete and low-risk ideas that get iterated and refined over time through constant trial-and-error approach to gradually reach breakthroughs?provides the best way to discover the right direction and reach extraordinary, lasting success."

???The Progress Principle?by Teresa Amabile and Steven Kramer. "The secret to unleashing the creative potential of people is to enable them to experience a great inner work life, and the single most powerful influence on that inner work life is progress in meaningful work. It starts with giving people something meaningful to accomplish. It requires giving clear goals, autonomy, help and resources?what people need to make real progress in their daily work. And it depends on showing respect for ideas and the people who create them."

???The Big Enough Company?by?Adelaide Lancaster and Amy Abrams. "One size does not fit all. Or even many. Despite the freedom that striking out on your own promises, most of the accepted wisdom on how to build a startup business urges business owners to grow fast, be more profitable, and imitate other successful startups. And while these techniques may work for some, they fail to consider the astounding variety of values and motivations that individuals have for starting a business."

???Uncertainty?by Jonathan Fields. "If you kill the butterflies in your stomach, you'll kill the dream. Most people back away when they get that nervous, uncomfortable feeling. But that feeling signals you're doing something that matters to you. Embrace the feeling. Lean into the discomfort. Try to understand what the feeling is telling you. Train yourself in the alchemy of fear."

???Best Practices Are Stupid?by Stephen Shapiro. "Innovation is not about new products, new processes, new services or even new business models. It is about adaptability. When the pace of change outside of your organization is faster than the pace of change within, you will be out of business. That's why adopting best practices willy-nilly is stupid. You'll always be slower. But if you learn to ask the right questions, in the right way, of the right people, you'll accelerate your innovation efforts."

???The Education of Millionaires?by Michael Ellsberg. "Your real education in how to run a business starts the day you leave school. I spent two years meeting and interviewing college dropouts who went on to become millionaires and even billionaires. My discovery? They didn't have the one thing society said they needed to have in order to become successful: a college degree. What they did have was street smarts."

???Steve Jobs?by Walter Isaacson.?"At a time when the United States is seeking ways to sustain its innovative edge, and when societies around the world are trying to build creative digital-age economies, Jobs stands as the ultimate icon of inventiveness, imagination and sustained innovation. He knew that the best way to create value in the twenty-first century was to connect creativity with technology, so he built a company where leaps of the imagination were combined with remarkable feats of engineering."

???The Lean Startup?by Eric Ries.?"Too many startups begin with an idea for a product that they think people want. They then spend months, sometimes years, perfecting that product without ever showing the product, even in a very rudimentary form, to the prospective customer. When they fail to reach broad uptake from customers, it is often because they never spoke to prospective customers and determined whether or not the product was interesting. When customers ultimately communicate, through their indifference, that they don't care about the idea, the startup fails."

Michael Jackson doctor files appeals notice in LA (AP)

LOS ANGELES ? The doctor sentenced to four years behind bars for causing Michael Jackson's death has filed a notice that he intends to appeal the conviction.

Conrad Murray signed a one-page document that was filed in Los Angeles on Friday seeking all records and transcripts from the case. The filing does not indicate the basis on which Murray will argue to overturn his conviction or sentence.

The 58-year-old was sentenced Tuesday to four years in jail for his involuntary manslaughter conviction, but the term will be automatically cut in half.

Murray's challenge will be heard by a state appeals court in Los Angeles, assuming he files an opening brief at a later date.

Superior Court Judge Michael Pastor blasted Murray's conduct on Tuesday, calling him a disgrace to the medical profession.

Investing in Home Depot (NYSE: HD)

Investing in Home Depot (NYSE: HD)
If You Can?t Buy or Sell It: Fix It

by Jason Jenkins, Investment U Research
Friday, December 02, 2011

Tuesday on CNBC?s ?Closing Bell?, Maria Bartiromo had a little Q&A with Senior Equity Research Analyst Alan Rifkin of Barclays Capital and Homebuilder Analyst Buck Horne of Raymond James called ?Taking Stock in Housing.?

As you can expect, it wasn?t the cheeriest of conversations?

There was the usual talk of too many foreclosures in the pipeline, a glut of vacant homes on the market, Baby Boomers downsizing and the inability of younger generations to come up with the means in order to buy a home in this new housing/mortgage environment due to strict credit and capital guidelines.

But as a good moderator should, Bartiromo pressed the issue for hidden gems ? or whether there was anything in the sector that deserved our investment attention. On the homebuilder front, there?s a phenomenon called the ?Hope Trade,? where annually from the middle of November to Super Bowl Sunday there?s an uptick with major homebuilders.

However, those industry fundamentals are absolutely horrible after the NFL football season and in the foreseeable future.

A Gem in a Rough Market

What was more interesting is the current trend to fix what you got because you can?t trade up. And this is where Home Depot (NYSE: HD) comes in. We need to look at how they boosted profitability in a bad housing market.

According to an interview with Home Depot Chief Financial Officer Carol Tome, consumers continue to spend money to maintain their homes, lifting same-store sales of transactions over $900 by 3.6 percent, including increases in more discretionary categories such as kitchen cabinets.

?We see the core repair projects remain strong,? Tome said. ?We do see some movement in big-ticket items.?

A Strong Third Quarter

Two weeks ago, when the Atlanta-based company announced its third-quarter numbers, it raised its full-year earnings outlook to $2.38 a share from $2.34 a share and increased its dividend by 16 percent to $0.29 a share. Dividend increases are good right now.

Last quarter?s net income rose to $934 million, or $0.60 a share, from $834 million, or 51 cents, a year earlier. Sales rose 4.4 percent to $17.3 billion. Comparable-store sales rose 4.2 percent, including a 3.8-percent increase in the United States.

Analysts, on average, had estimated Home Depot would earn $0.59 cents a share on sales of $17.1 billion, according to FactSet. Same-store sales topped the 2.9 percent gain analysts surveyed by Retail Metrics expected.

Tome went on to say later in that same interview, ?We are gaining share,? adding that there are still pockets of ?extraordinary housing weakness? in the west. ?Our growth is tied to the general economic growth. We grew faster than GDP. A lot of it is because we are taking share.?

Going forward, why like Home Depot?

Here are two major reasons:

  • Last week, Fitch upgraded its rating on Home Depot to an A- due to its solid operating momentum, strong free cash flow and public commitment that it?ll maintain its current financial leverage.
  • Home Depot?s 3Q results left its smaller archrival Lowe?s (NYSE: LOW) in the dust. Lowes reported a 44-percent drop in third-quarter profit with a 0.7-percent same-store-sales increase and there is fear its fourth-quarter outlook may fall short of analysts? estimates.

A three-percent dividend yield doesn?t hurt, either. It may be smart to keep an eye on ?The Depot.?

Good Investing,

Jason Jenkins

Russia's Medvedev urges voters to choose stability (Reuters)

MOSCOW (Reuters) ? President Dmitry Medvedev urged Russians on Friday to vote "for the future" by electing a strong parliament to maintain stability and said all parties had been treated equally, despite opposition complaints of foul play.

Medvedev is leading Vladimir Putin's United Russia into Sunday's election, but made no direct reference to the party in a pre-election address in his capacity as head of state, although the party's slogan is: "The future belongs to us".

In an apparent reference to the chaos of the 1990s, when parliament was bitterly divided before United Russia's dominance, he said a unified legislature would best be able to defend national interests.

"Will this be a legislative body that is torn by irreconcilable differences and is unable to decide anything, as we have unfortunately already had in our history?" he said in a national address.

"Or will we get a functioning legislature where the majority are responsible politicians who can help raise the quality of life of our people, whose actions will be guided by the voters' interests and national interests?" he said.

United Russia is expected to win the election but with a reduced majority following signs of voter apathy and weariness with the party and Putin since he announced plans to reclaim the presidency next year after four years as prime minister.

Under Putin's plan, announced in September, Medvedev would become prime minister after the presidential election which Putin, 59, is all but certain to win next March.

Opposition parties say United Russia has benefited from favorable television coverage and fear there will be voting irregularities, but Medvedev said: "In accordance with the law, conditions were created for free and equal competition."

Many voters say they are not planning to vote because they expect the voting to be rigged and they are fed up with politicians not fulfilling their promises.

"I'm not going to vote because there's no difference between all the political forces. They've all been around for 20 years, making the same promises and doing nothing," said a 35-year-old Muscovite who gave his name only as Dmitry.

COMPLAINTS ABOUT MEDIA COVERAGE

Campaign posters for United Russia have dominated cities in the run-up to the election and opposition parties say it has benefited from much more air time on television.

Kommersant newspaper, which publishes the daily average amount of television coverage given to competing parties, showed United Russia taking the lion's share of air time with over an hour. The liberal Yabloko party was second with 10 minutes.

The seven parties competing in the election planned a series of rallies or meetings with voters on Friday, the last day of campaigning across the world's largest country and the biggest energy producer.

Medvedev and Putin have appeared in numerous high-profile events to try to win votes for United Russia but opinion polls show it is unlikely to retain its two-thirds majority in the State Duma, the lower house of parliament.

Although Putin's personal ratings are still high, they have slipped from their peak and he was jeered when he spoke after a martial arts bout in Moscow last month.

He has reverted less often in the past few weeks to the kind of stunts that built up his macho image, such as shooting a tiger or riding a horse bare-chested, in a sign that advisers believe voters may have grown tired of such antics.

The biggest gainer in the election is expected to be Gennady Zyuganov's Communist Party, still the main opposition force 20 years after the fall of the Soviet Union. Opinion polls suggest it will come second, but far behind United Russia.

Also hoping for gains are Vladimir Zhirinovsky's nationalist LDPR and Grigory Yavlinsky's Yabloko party, which had no seats in the previous parliament.

Gaga: 'Marry' inspiration one of her 'worst days'

Lady Gaga is nothing if not a storyteller. And this particular musical yarn may be her best yet. At the very least, it's her most personal.

E! News not only has the exclusive premiere of Gaga's "Marry the Night" music video, but sat down with Mother Monster herself to get the artist's own take on this 13-minute autobiographical opus.

"It was one of the worst days of my life and it happened quite quickly, but in my mind, when I think back on that period of my life, it all happened very slow."

And now, Little Monsters, she's sharing that day with us all.

MORE: Check out E!'s exclusive premiere of Lady Gaga's "Marry the Night"!

Gaga explained that the video is a rendering of the day she thought she saw her dreams slipping away from her ? when she was dropped from her first label, Island Def Jam.

"It is my personal way of seeing things," she said. "If you give up after something like that, you were never destined to be an entertainer."

As for what, exactly, she means by "Marry the Night," loyal fans already know that it's a love song of sorts to New York City. But the video is more than that ? about marrying, as it were, your own personal obstacles.

"In order to be great writing music," or whatever else it is someone wants to do, she said, "you have to acknowledge what is wrong with your work, or what is dishonest about it. What have I not been really great at?"

We'll assume that's a rhetorical question, since we'd be hard-pressed to find any faults with Gaga's ever-growing oeuvre. So what does Gaga find to be her biggest obstacle?

"I don't know, I don't have an answer to that question. I love the obstacles. To marry your obstacles mean I, the artist, wholeheartedly accept everything you throw at me, I am destined to struggle, I am destined to write music about the struggle, and I accept it willingly."

One thing that's obviously not an obstacle to this bare-all artiste is her well-toned bod, which gets some ample showing-off time in her new video. And not just skin for skin's sake; those dramatic, intense nude scenes, she says, were the most real.

"Well, I was naked in real life when it happened," she said, referring to the moment she found out she'd been dropped. "That's probably the most honest moment in that video of everything I've ever done. My directorial decision was for them to just f-----g roll the cameras, because I couldn't go in and out of the moment.

"I wonder if I will actually release that scene in its entirety ? it's about 30 minutes long."

As for the intense aesthetic of the video, Gaga said, "It was intensely important to me that it was not too beautiful. It was an incredible experience. It was amazing. It was absolutely amazing."

And as for her solo creative direction efforts? How'd that go?

MORE: Check out Gaga's take on the holidays!

Despite her recent amicable parting of ways with longtime collaborator Laurieann Gibson, it was creative business as usual on the shoot.

"I have always been the creative director, and the House of Gaga has always been the creative force behind what we've done. There really aren't many tremendous changes.

"I know it's my directorial debut, but I've really created everything I've ever done in my career. I really didn't do anything differently on this video that I didn't do on the 'Telephone' video or the 'Paparazzi' video or the 'Bad Romance' video.

"I hope my fans will take from this the progression that you have to trust yourself to make mistakes."

And not to take yourself too seriously.

MORE: Just how many Grammy noms did Gaga rack up?!

Intense though the video is, it isn't without its levity.

"I always believe that you walk the line of humor if you're being so incredibly serious," she explained. "There's something quite comical about the opening of the video, even though it's quite sinister and dark."

Indeed, the opening, nonmusical minutes of the video bring the laughs, some of which are even at the expense of ? gasp! ? fashion.

"It's meant to be comical," she said, adding that fashion serves as a metaphor in the video. And that the video itself serves as a window into the heart and mind of Gaga.

"In essence, it's insight into my entire creative process and the way that I view things."

Intrigued? You should be.

A cheap material that can store heat energy collected from the sun during the day that can be released slowly over night has been developed by researchers in the India. The material based on paraffin wax and stearic acid is described in a forthcoming issue of the International Journal of Renewable Energy Technology and could help keep homes warm in sunny parts of the world that get very cold at night without burning wood or fossil fuels.

Mechanical engineer Meenakshi Reddy of Sri Venkateswara College of Engineering and Technology, in Chittoor, Andra Pradesh, and colleagues explain how certain materials, known as phase change materials (PCM) can store a large amount of heat in the form of latent heat in a small volume. PCMs have a high heat of fusion and melt/freeze at a certain temperature. Heat is absorbed when the material melts and released when it freezes. Heated in the sun, the mixture of paraffin wax (which melts at about 37 Celsius) and stearic acid (a fat commonly used to make soap) becomes entirely liquid. However, as it solidifies it slowly releases the stored heat. The process is akin to the phase changing heating that occurs in hand-warmers that contain a PCM but in this case the material does not need to be boiled in a pan or heated in a microwave oven to absorb latent heat.

The team has now tested spherical capsules just 38 millimetres in diameter containing a blend of paraffin and stearic acid, which can be floated on the top of water in a tank. Stearic acid is a lot cheaper on the Indian market than paraffin and more readily available. The team found that costs could be held down without reducing the overall heating efficiency of the capsules by lowering the proportion of paraffin wax.

Rich Nigerians embrace jewellery's "King of Bling" (Reuters)

ABUJA (Reuters) ? A bizarre mix of pop stars, oil moguls and politicians swigged champagne and danced into the night in Nigeria's capital at a launch party for Chris Aire, Nigerian jewellery designer to the stars, nicknamed "The King of Bling."

On Tuesday night, Aire launched his first boutique in Africa's most populous nation, where many live on less than $2 a day, allowing the growing number of Nigeria's super-rich to access diamond jewellery worn by top U.S. stars like Oprah Winfrey, Clint Eastwood and Angelina Jolie.

The red carpet was rolled out at the most expensive hotel in Abuja, in a rare event for Nigeria. U.S. rapper Shaggy flew in to mix with Nigerian music favorites 2face and Duncan Mighty and dozens of models and businessmen at an exclusive party.

"Please look around at Chris's, the 'Iceman's' the 'King of Bling's' amazing work here. Buy something for your wife, if not then your girlfriend or your mistress. It's all good," the party organizer told guests, standing in front big screen televisions showing images of U.S. stars wearing Aire's jewellery.

Aire recently sold a $20 million diamond dress, while a necklace on his website is going for a touch over $7 million.

Nigeria is Africa's largest crude oil exporter and while the majority of the country's 150 million residents live below the poverty line, there are hundreds who have a large share in billions of dollars from the continent's biggest oil industry.

It is easy to see why luxury goods businesses like Aire's are eyeing up Nigeria, as the developed world slips further into a financial crisis.

In the commercial-hub Lagos, yachts float on dirty waterways and super cars line driveways of grand houses which sit beside shanty towns. A lack of proper irrigation and pot-holed roads mean the vehicles are impractical status symbols.

"I think the world is like that, everyone is placed somewhere for a reason, it is just society which says rich is good and poor is bad," Aire told Reuters on the red carpet, sporting a diamond studded watch.

He said it was regrettable that profits from some diamonds in West Africa, known as 'blood diamonds', are used to fund wars but he said all his stock is "conflict-free."

Wisconsin governor campaigning early to keep job (AP)

MADISON, Wis. ? Embattled Wisconsin Gov. Scott Walker may not face a recall vote until next summer, but he's already campaigning to keep his job in the face of a major challenge by organized labor and the Democratic Party.

With petitions for a recall election now circulating, Walker is running television advertising defending his record during his first 11 months in office. Soon, Republican volunteers will begin going door to door, making phone calls and writing letters to the editor arguing that his most controversial initiative, which stripped public employee unions of most of their bargaining rights, was justified by the state's fiscal problems.

The Walker recall effort, which will be one of the most fiercely contested races in the 2012 national campaign, will serve as a gauge of the public's support for confrontational measures used by new Republican governors to balance state budgets. In only two weeks, petitioners here are on pace to gather more than enough signatures to put Walker on the ballot against a yet-to-be-determined opponent.

Walker's backers are trying to take lessons from the only two successful gubernatorial recalls in U.S. history ? against California Gov. Gray Davis in 2003 and North Dakota Gov. Lynn Frazier in 1921.

Those governors were too slow to fight back, said David Schecter, a political scientist at California State University, Fresno, who has studied recall campaigns. Their races were mostly lost before the signatures were submitted.

"There's this momentum that builds and once it builds it's very difficult for things to reverse," Schecter said. "The signature stage is really the election before the election. In that stage, voters are letting their choices be known."

Walker will try to stop the recall election, or delay it for months, by challenging the validity of signatures that must be turned in by Jan. 17. Recall supporters must gather 540,000 names of registered voters. State elections board workers will manually review all the signatures for obvious mistakes or missing information. Republican Party officials said they also will scour the petitions but would not elaborate on their methods.

The effort to recall Walker echoes the other successful gubernatorial recalls, which were well financed and conducted when the electorate was frustrated. The campaign is expected to cost far more than the $44 million spent on nine recall efforts targeting Wisconsin state senators this summer.

The Republican Party is bolstering its grass roots organization across the state, said the party's executive director Stephan Thompson. He said he is preparing for an election even though the GOP will fight to prevent one.

"I have little doubt the Democrats are going to be able to get the signatures," Thompson said. Recall organizers reported collecting 105,000 signatures in just four days.

The night before the petitions began circulating, Walker launched a television ad with a school board member praising his collective bargaining law. Walker also argues that other budget-balancing moves, like cutting public education funding and Medicaid, were necessary to deal with a $3.6 billion shortfall.

Walker emphasizes that he balanced the budget without laying off public workers or raising sales or income taxes. Also, property taxes are scheduled to drop on average statewide.

But unemployment is stagnant and Walker is far from fulfilling his central campaign promise to add 250,000 jobs over four years.

"The No. 1 issue has been and will continue to be jobs and the economy," Republican strategist Mark Graul said. "The governor is going to need to make a persuasive message as to why he's the best candidate to get Wisconsin's economy pointed in the right direction."

The national conservative group Americans for Prosperity has teamed up with a similar local group to run an ad in support of Walker.

Recall organizers believe if the election is a referendum on Walker, they will win. One poll conducted in the days before the petition drive began found 58 percent of respondents in favor of recalling Walker. His disapproval rating was also at 58 percent. Walker won election last November with 52 percent of the vote.

In their recall campaign, Democrats will argue that Walker deceived voters by not talking about his collective bargaining plan when he ran for office. They will argue that the measure and other budget-balancing moves, like the cuts to public education, were unnecessary and tore the state apart.

"The burden is on him here," Wisconsin Democratic Party Chairman Mike Tate said. To keep the focus on Walker, Democrats don't plan on putting forward a candidate to challenge him until well into 2012, Tate said.

The earliest a Walker recall election could be held is March 27. But most expect it to be later, given the expected petition challenges and lawsuits. Lawsuits were filed on both sides alleging wrongdoing in the petition process in the nine state Senate recall elections. The elections were allowed to proceed and two GOP incumbents lost.

Along with the effort to recall Walker and Lt. Gov. Rebecca Kleefisch, petitions are being circulated targeting four more Republican state senators. Democrats need to win one seat to take over majority control of the Senate, but Republicans also control the Assembly.
